Paul Mangus, Founder and Executive Vice President

Co-founder of B&A, Paul Mangus has been integral to developing some of the country's most critical homeland security systems developed over the last nineteen years. Paul was instrumental in the development of the Advanced Passenger Information System (APIS) and the Land Border and Airport Primary Query Systems - systems that perform real time enforcement queries on vehicles and/or persons entering or exiting the United States. Paul also led B&A's development work on the US Visitor and Immigrant Status Indicator Technology (US-VISIT) program, which initially deployed an integrated solution to capture biometrics at the US ports of entry.

With specialties in EC/EDI and data processing, Paul has served as a technical advisor to many foreign governments and organizations, representing the US Government's perspective and providing technological solutions on border management and law enforcement. He has consulted with the Canada Customs & Revenue Agency, Mexican Customs Bureau, United Nations, and the World Customs Organization. At the recent Homeland Security 2004 Conference, Paul served on a panel to discuss the country's secure passenger information systems. At CBP, he continues as on-site chief researcher and functional/technical lead on special projects.

Prior to founding B&A, Paul held systems analysis and engineering positions at Lamarian Systems, Inc., Planning and Research Corporation (PRC), and Electronic Data Systems (EDS). Paul received his BS degree in Information Systems Management from the University of Maryland.
