Syd Boyne, Senior Vice President

Following the founders, Vince Bartozzi and Paul Mangus, Syd Boyne is the longest serving employee of Bart and Associates. He has over twenty-five years' experience in most areas of the computer industry. This experience has been garnered through all phases of the system life cycle and encompasses applications in industries and disciplines as diverse as financial accounting, insurance, publishing and law enforcement. A hands-on project manager and IT architect with highly developed technical skills, he has a proven track record for consistently guiding projects to the completion and satisfaction of the client, no matter the industry or the technology. An excellent communicator, Syd also brings his personal skills to significant effect and success in his recruitment and contract acquisition endeavors at Bart & Associates. A few of the highlights of his service at B&A are:

• the recruitment of many of B&A's senior software engineers that continue to perform at the highest technical and professional levels in the company
  
• the acquisition of sub-contracts with IBM on the IRS Modernization project
  
• providing technical leadership at US Customs (CBP) during and following the Y2K conversion effort
  
• the building of a data transfer system at MCI across the entire corporate network and its platforms, from the feasibility study phase all the way through to implementation and maintenance
  
• heading a team tasked by the World Bank to conduct an IT study for one of the branches of the government of Kazakhstan
  
• currently providing technical support in the Air Manifest subsystem of the Automated Commercial System (ACS) at CBP, where some of the major projects have included the restructuring and normalization of the databases, a major modification to incorporate the requirements of the FDA's Bio-Terrorism Act, the latest modification effort to include the processing of Foreign Trade Zones, and presently, assistance in the transition to ACE modernization.

Prior to joining B&A, Syd was a Project Manager/IT Architect with Management Information Consulting Inc, a lead systems engineer at IBM and a lead programmer at Electronic Data Systems.

Syd has coached soccer in Northern Virginia for the last twelve years, including his son's travel soccer team for the last five. He is also an active volunteer in food distribution at the Arlington Food Assistance Center (AFAC) and a truck driver for the Falls Church Community Service (FCCS) which is involved in the pick up and delivery of furniture donations to needy households in the Falls Church area.
