Bureau of the Census, PAMS/ADAMS, CAPPS

B&A started working with the Bureau of the Census in 1998 on their PeopleSoft HRMS system, Pre-appointment Management System/Administrative Management System (PAMS/ADAMS). The purpose of PAMS/ADAMS was to support the recruitment, new hire, and payment process of intermittent decennial census employees during the 2000 decennial census effort. At its peak, the 2000 census processed and paid a record-breaking number of employees – around 500,000. These employees were located in 12 regions, further broken down into 520 local offices. Each region's application was stored on a separate Oracle database and process execution responsibilities were distributed down to the local office level.

B&A has most recently implemented PeopleSoft Human Capital Management (HCM), version 8.3, at the Census Bureau as part of the Census Applicant, Personnel and Payroll System (CAPPS). Modules implemented include Human Resources, Time & Labor, and Payroll. In addition, a customized module for applicant background checks with the FBI was developed using PeopleTools to interface with Recruitment section of HR. The CAPPS project was recently certified as CMM Level 2 and was the first project within the Census Bureau to be certified as this level, serving as a model for the CMM initiative throughout the agency.

B&A continues to serve as the prime contractor on the aforementioned projects, supporting the agency's long-term initiatives.
