Kion Yap

Kion Yap is the Chairman of the Board and Chief Executive Officer of Bart & Associates, Inc. (B&A) and has oversight responsibility for the organization. Kion is deeply involved in significant aspects of the company’s infrastructure and strategic client contracts. He also leads B&A’s effort in mergers and acquisitions.

In 2010, Kion was instrumental in the purchase of Digital Solutions Inc. (DSI). The acquisition of DSI ultimately enabled B&A to expand its footprint at the National Science Foundation (NSF) and the Department of Homeland Security (DHS). He brings over 30 years of extensive knowledge of finance and accounting with multi-national organizations including the American Red Cross and Comsat Communication.

Kion volunteers and sits on the Board of several non-profit organizations such as The Foundation for the Protection & Promotion of Justice, and family charitable trusts. He is actively involved with Asian American Lead (AALEAD), which supports low-income and underserved Asian Pacific American youth through educational empowerment, identity development, and leadership opportunities by providing after-school, summer, and mentoring programs.

Kion holds a Bachelor of Science in Accounting from Indiana University from the Kelley School of Business.

Jonathan Evans

Jonathan Evans is the President of Bart & Associate, Inc. (B&A). He is responsible for managing the day-to-day activities of the organization, delivering against the strategic plan, improving revenue and market share, and overall growth of the company. Jonathan brings executive leadership with 12+ years of relevant Federal Government contracting experience in project management, business development, and executive management with a focus on Enterprise Resource Planning (ERP) Implementations and Systems Integration with products such as SAP, PeopleSoft, and Oracle. He previously served as the Vice President of Service Delivery and Director of ERP Delivery where he was responsible for Service Delivery for all B&A projects and instrumental in Business Development. He was also responsible for managing B&A’s corporate technology partnerships and alliances. He continues to support these functions as President.

Prior to joining B&A, Jonathan was with IBM Global Business Services where he managed over $50 million dollars in revenue. He also managed business development and operations for a small business specializing in ERP solutions where he grew the company from one resource to a multi-million-dollar organization.

Jonathan currently serves on the board of directors for the Hope for Henry Foundation. Prior to this role, he served on the Washington Business Hall of Fame Committee Board of Junior Achievement of Greater Washington for 3 years. Jonathan holds a Bachelor of Science in Business Logistics and International Business from Pennsylvania State University.

Paul Mangus

Paul Mangus is the Co-founder and Executive Vice President of Bart & Associates, Inc. (B&A). In 1988, Paul joined B&A as one of the founding partners. Over the course of his career, he has developed and specialized in software development, leadership, and strategic planning.

Paul’s outstanding accomplishments with DHS Customs and Border Protection (CBP) include creating the Advanced Passenger Information System (APIS), the Land Border and Airport Primary Query Systems, and initiating the U.S. Visit and Immigrant Indicator Technology (US-VISIT) program. He has served on, and led, panel discussions of the United States’ Secure Passenger Information Systems at the Homeland Security Conference. Paul has also served as the on-site Chief Researcher and Functional/Technical lead on special projects at CBP. Prior to joining B&A, Paul held positions at Lamarian Systems, Inc., Planning and Research Corporation, and Electronic Data Systems

Paul is the Co-founder of the Mary Mangus Hospice House, serving Warren County, Pennsylvania. Mary Mangus is the only not-for-profit Hospice program providing comprehensive services to all the Warren County areas. Their services center on providing quality of life for those with life-limiting illnesses and are provided in homes, assisted living facilities, nursing homes, and the hospital. He is an active volunteer of Rebuilding Together Montgomery County (RTMC), an organization dedicated to providing free home repairs for Montgomery County’s most vulnerable residents. Paul also serves as the President for Greater Olney Newspaper (GoNews), a community newspaper connecting the community by providing fair, objective and ethical news.

Paul has a Bachelor’s degree in Information Systems Management from the University of Maryland College Park.

Jesus Medrano

Jesus Medrano is the Executive Vice President of Bart & Associates (B&A). Partnered with the President and the Executive Management team, Jesus is responsible for establishing and setting the direction of the company’s strategic goals and plan, building teaming relationships, and securing contract vehicles for growth. The creation of value for B&A’s clients is something Jesus continues to be proud of to this day, as B&A’s highly skilled staff continues the same tradition of transformation.

In 1988, Jesus joined B&A as one of the founding partners. He led software development efforts at US Customs and Border Protection (CBP) and the Executive Office of the President (EOP). Jesus brings over 30 years of extensive knowledge of software systems, expertise in large-scale legacy and infrastructure systems technical experience.

Prior to joining B&A, Jesus provided consulting services to MCI Telecommunications Corporation, Maryland Higher Education Loan Corporation, Department of Defense, and the Executive Office of the President.

Jesus is the Founder of The Celtino Foundation, Inc., a non-profit, non-denominational organization that collaborates with American and Central American leaders and organizations to promote primary and secondary education in rural Latin American districts. Presently, Celtino is focusing its efforts in the Copan region of Honduras where there is a large rural indigenous population. In addition to building primary schools, providing supplies, and giving high school scholarships, the vision for Celtino has broadened.

Jesus has a Bachelor’s degree in Computer Science from the University of Maryland College Park.

Shana Hammond-Adler

Shana Hammond-Adler is the Vice President of Capture and Proposal for Bart & Associates (B&A). She is responsible for leading B&A’s capture management and proposal development efforts with an emphasis on supporting the organization’s overall growth. She also leads the company’s market research to align with the competitive Federal landscape. She directs all marketing initiatives for the organization to strategically promote B&A and meet its business goals. Shana supports B&A’s strategic vision through the implementation of the strategic plan, turning strategy into actionable steps and structured operations, comprising key organizational and change management efforts.

Shana brings over 17 years of experience in Federal government contracting and possesses a wide range of skills to support high-level initiatives. Her background includes working through the transition from small business to large, implementing strategies to improve capture management, and helping organizations realize corporate objectives through implementation of processes. She began her career in talent acquisition which progressed into proposal management and ultimately managing the entire capture and proposal lifecycle. Over the last decade, she focused on supporting the full business development lifecycle for Federal and commercial accounts. Shana also brings corporate operations knowledge with expertise in performing business analysis to include human capital management and implementation of business process improvement to ensure operational effectiveness with a commitment to International Organization for Standardization (ISO) Quality Management System and the SEI CMMI Maturity Process Areas.

Shana actively supports B&A’s philanthropic interests with Hope for Henry, the American Cancer Society, and the Red Nose Day fundraising campaign dedicated to ending child poverty, both in the US and in some of the poorest communities in the world.

Shannon Hagy

Shannon Hagy is the Vice President of Strategy and Business Development for Bart & Associates, Inc. (B&A). She is responsible for managing a broad range of business development pursuits across the company as well as assisting the Executive Management Team and President to establish and execute on long-term strategic goals. Shannon brings over 15 years of experience in the Federal Government including leading business development efforts for both Federal Civilian and Department of Defense (DoD) customers. She has a broad understanding of relevant technologies and extensive experience with infrastructure, agile software development, and cybersecurity.

Shannon began her career at SAIC and spent 11 years focused on both short and long lead time opportunities ranging from $50M up to $1B across strategic accounts and she spent the last five years at mid-sized and small businesses.

Shannon is heavily involved in industry and community organizations. Most recently, she served as the President of the Armed Forces Communications and Electronics Association (AFCEA) Bethesda Chapter and sat on the Board for eight years prior. She has been an American Council for Technology – Industry Advisory Council (ACT-IAC) Fellow since 2007. In her spare time, and as part of her industry organization involvement, Shannon supports multiple local charities that benefit the health, welfare, and education of children including the House of Ruth, the Hope for Henry Foundation, and the Children of Fallen Soldiers Relief Fund.

John Poling

John Poling is the Vice President of Information Technology for Bart & Associates, Inc. (B&A). John leads B&A’s strategy and execution in solutions and technical innovations in core capabilities, product development, customer mission support, competitive organic growth, and manages all aspects of B&A IT Operations. John heads B&A’s Research and Development team, responsible for researching and evaluating technical feasibility of new product concepts and tools to enable delivery of innovative, cost-effective, and efficient solutions. John also leads B&A’s Agile Delivery by coaching, leading, and inspiring adoption of Lean and Agile best practices across B&A and its customers.

Before stepping into this role, John served as B&A’s Chief Solutions Architect overseeing business, application, data and technical infrastructure efforts for B&A clients and customers.

John directly supported the DHS Customs and Border Protection (CBP) mission for over 12 years, serving as a Program Manager, Enterprise Architect, Technical Lead, and Subject Matter Expert successfully supporting major initiatives to include US-VISIT, Western Hemisphere Traveler Initiative (WHTI), DHS Watch List Service, Biometric Interoperability with the FBI, and the modernization of CBP’s mission critical enforcement system (TECS).

John’s efforts have resulted in significant benefits to DHS/CBP and the IT community as a whole, in the areas of digital transformation, business process automation, biometrics, mobility, user experience, cloud, shared services, security, agile transformation, and team enablement and growth.

John is known not only for his success in meeting mission priorities, but also for his unique ability to grow and empower his teams, building a culture of trust, dedication, and success.
