Jonathan Evans is the President and CEO of B&A. He is responsible for
managing the day-to-day activities of the organization, delivering against
the strategic plan, improving revenue and market share, and overall growth
of B&A. Jonathan brings executive leadership with over 20 years of
relevant Federal Government contracting experience in business
development, service delivery, and executive management with a focus on
system integration. He previously served as the Vice President of Service
Delivery and Director of ERP Delivery where he was responsible for
successful execution on all B&A projects. Since joining in 2011 he has
been directly responsible for winning and managing over $700M in contract
revenue. Under Jonathan’s leadership B&A has continued to be recognized as
a Virginia Business Best Places to Work, Washington Post Top Workplaces,
and Moxie awardee. Jonathan’s achievements have been recognized in the
GovCon community through numerous awards such as Young AFCEA’s 40 Under 40
Winner, Rising Star of GovCon, Executive Management Leadership All Star,
GovStar Awards Technical Trailblazer, and many other Executive Leader
Awards by the Industry and Vistage. In 2022, Jonathan partnered with
Battle Investment Group and recapitalized the business. In 2023, he
completed the new organization’s first acquisition, iDox Solutions. Prior
to joining B&A, Jonathan started his career with IBM Global Business
Services, where he managed and supported a number of the Federal ERP
Modernization efforts. He also managed business development and operations
for a small business specializing in ERP solutions where he grew the
company from one resource to a multi-million-dollar organization in less
than 4 years before selling it and joining B&A. Since 2016, Jonathan has
served on the board of directors for the Hope for Henry Foundation, a
non-profit organization that works to improve hospitals care for ill
children. Prior to this role, he served on the Washington Business Hall of
Fame Committee Board of Junior Achievement of Greater Washington. Jonathan
holds a Bachelor of Science in Business Logistics and International
Business from Pennsylvania State University. Jonathan is currently an
active member in Vistage.

Kelly Baltz is the Chief Operating Officer. Kelly oversees B&A’s Service
Delivery organization in addition to its Talent and Process & Compliance
functions. She is responsible for overall contract profitability and
providing leadership and direction so that project teams are staffed,
motivated, and engaged to deliver customer satisfaction. Kelly develops
and implements strategic plans and ensures operations are aligned to
corporate goals and that they are efficient, effective, and compliant.
Kelly is responsible for implementation of large-scale projects, including
ISO certifications and CMMI appraisals, and aligning the company’s talent
strategy with B&A’s corporate vision, values, and culture. Kelly also
works closely with the Accounting, Contracts, and HR Departments to
facilitate operational excellence across the organization and plays a key
role in proposal development. Kelly started with B&A in 2014 as the
Director of Consulting Services and then served as the Vice President of
Talent & Operations managing all B&A Headquarters Departments before
becoming COO in 2023. Prior to joining B&A, Kelly worked for IBM Global
Services where she held a series of roles leading up to Public Sector
Managing Consultant. In these roles, she supported the General Services
Administration (GSA) as a Program Manager and the Federal Emergency
Management Agency (FEMA) leading large-scale supply chain transformation
projects.
Kelly Baltz (Sinclair)
CHIEF OPERATING OFFICER
Matt McElroy is the Chief Financial Officer of B&A, bringing over a decade
of expertise in financial strategy, operations, and leadership to the
Company. In his role, Matt oversees all aspects of B&A’s financial
functions, including strategic planning, financial reporting, budgeting,
and operational efficiency, ensuring the company’s continued growth and
success. Prior to joining B&A, Matt served as CFO of KnightSwan
Acquisition Corporation, a Special Purpose Acquisition Company (SPAC)
focused on the intersection of innovative technology and national
security. In this role, he was responsible for financial reporting, public
filings, internal controls, forecasting, and cash management, while also
leading target company identification and due diligence efforts. Matt
developed an extensive background in mergers and acquisitions,
particularly within the Aerospace, Defense, and Government Services (ADG)
sectors, during his tenure at Pipaya Partners, where he managed buy-side
and sell-side financial due diligence engagements. Before Pipaya, Matt
held key roles at Grant Thornton, one of the world’s largest audit, tax,
and advisory firms, where he worked on complex transactions for both
private equity and corporate clients across multiple industries, including
ADG, technology, healthcare, and manufacturing. Matt holds a Bachelor of
Science in Accounting and Economics & Finance from the University of
Hartford.

CHIEF FINANCIAL OFFICER
Michael (Mike) Beck is the Chief Solutions Officer at B&A. He is a
seasoned information technology executive known for his expertise in
formulating and executing long-term strategies for clients across various
sectors, including the Federal Government, Public Sector, and commercial
markets. With decades of experience in both private and public-sector
technology sales and services leadership, Mike has built a solid
reputation for leading successful multi-disciplinary teams and providing
clients with a competitive edge in the ever-evolving digital
transformation landscape. Most recently, Mike served as the President of
OpenText’s Public Sector industry practice. OpenText is recognized as the
world’s largest provider of Information Management & AI solutions. In this
role, Mike oversaw initiatives aimed at delivering innovative solutions
tailored to the specific needs of public sector clients. Before his tenure
at OpenText, Mike held the position of President and CEO at IQBG, a
prominent provider of enterprise information management solutions catering
to government, healthcare, and other highly regulated industries. During
his time at IQBG, the company received several accolades, including being
recognized as the OpenText partner of the year. Additionally, IQBG
developed one of the first and largest enterprise cloud solutions for
records management and legal support for a cabinet-level agency under
Mike’s leadership. Prior to his time at IQBG, Mike was a founding member,
COO, and EVP of Client Services at Proxicom, an Internet Consulting and
Systems Integrator. During his tenure at Proxicom, he played a crucial
role in the company’s growth from a small startup to an international
organization. This growth culminated in a successful IPO and eventual
acquisition by Dimension Data. Post acquisition Mike served as President &
COO of Dimension Data, NA. Outside of his professional endeavors, Mike
resides in Bethesda, MD, with his wife. They are the proud parents of five
children and three grandchildren.
